Gardener's Cottage at Flagstaff Hill, Melbourne

According to Wikipedia, the first flagstaff on Flagstaff Hill was erected in 1840 and was used to signal ships in the Port of Melbourne.  The article goes on to say that by the 1860s, signalling by flags was superseded by telegraph; I suppose flagging demand for the service eventually led to staff cuts.
